અમેરિકન પ્રમુખ ડોનાલ્ડ ટ્રમ્પ દ્વારા ભારત પર લાદવામાં આવેલા મસમોટા ટેરિફ વચ્ચે યુક્રેનના પ્રમુખ વોલોદીમીર ઝેલેન્સ્કીએ સોમવારે વડાપ્રધાન નરેન્દ્ર મોદી સાથે ટેલિફોનિક વાતચીત કરી હતી. ઝેલેન્સ્કી અને વડાપ્રધાન મોદીએ આ અંગે સોશિયલ મીડિયા દ્વારા માહિતી આપી છે.
વડાપ્રધાન મોદીએ ‘X’ પર લખ્યું કે, ‘પ્રમુખ ઝેલેન્સ્કી સાથે વાત કરીને અને તાજેતરના વિકાસ પર તેમના દૃષ્ટિકોણ સાંભળીને આનંદ થયો. સંઘર્ષના વહેલા અને શાંતિપૂર્ણ ઉકેલની જરૂરિયાત પર ભારતનો સુસંગત વલણ વ્યક્ત કર્યો. ભારત આ સંદર્ભમાં શક્ય તેટલું યોગદાન આપવા તેમજ યુક્રેન સાથે દ્વિપક્ષીય સંબંધોને વધુ મજબૂત બનાવવા માટે પ્રતિબદ્ધ છે.’
વોલોદીમીર ઝેલેન્સ્કીએ ‘X’ પોસ્ટમાં કહ્યું કે, ‘ભારતીય વડાપ્રધાન નરેન્દ્ર મોદી સાથે એક લાંબી અને મહત્ત્વપૂર્ણ વાતચીત થઈ, જેમાં દ્વિપક્ષીય સહયોગ અને વૈશ્વિક કૂટનીતિક સ્થિતિ પર વિસ્તારથી ચર્ચા થઈ.’
. We discussed in detail all important issues – both of our bilateral cooperation and the overall diplomatic situation. I am grateful to the Prime Minister for his warm words of support for our people. I informed about the Russian attacks on our cities and villages, about yesterday’s strike on the bus station in Zaporizhzhia, where dozens of people were injured in a deliberate Russian bombing of a regular urban facility. And this is at a time when there is finally a diplomatic possibility to end the war. Instead of demonstrating readiness for a ceasefire, Russia is showing only its desire to continue the occupation and killings. It is important that India is supporting our peace efforts and shares the position that everything concerning Ukraine must be decided with Ukraine’s participation. Other formats will not deliver results. We also discussed in detail the sanctions against Russia. I noted that it is necessary to limit the export of Russian energy, particularly oil, to reduce its potential and ability to finance the continuation of this war. It is important that every leader who has tangible leverage over Russia sends the corresponding signals to Moscow. We agreed to plan a personal meeting in September during the UN General Assembly and to work on an exchange of visits.
તેમણે ભારતીય વડાપ્રધાન દ્વારા યુક્રેનની જનતા માટે આપવામાં આવેલા સમર્થન માટે આભાર વ્યક્ત કર્યો. વોલોદીમીર ઝેલેન્સ્કીએ જણાવ્યું કે, રશિયાના હાલના હુમલા અંગે વડાપ્રધાન નરેન્દ્ર મોદીને માહિતી આપી, વિશેષ કરીને જાપોરિઝિયામાં એક બસ સ્ટેશન પર થયેલા હુમલાની, જેમાં મોટી સંખ્યામાં લોકો ઈજાગ્રસ્ત થયા હતા. તેમણે કહ્યું કે, ‘આવા સમયમાં જ્યારે યુદ્ધ સમાપ્ત કરવાની કૂટનીતિક સંભાવના બતાઈ રહી છે, રશિયા માત્ર પોતાના આક્રમકતા અને હત્યાઓને યથાવત્ રાખવાની ઇચ્છા વ્યક્ત કરી રહ્યું છે.’
ઝેલેન્સ્કીએ કહ્યું કે, વડાપ્રધાન મોદીએ યુક્રેનના શાંતિ પ્રયાસોનું સમર્થન કર્યું. તેમણે કહ્યું કે, ભારત આ વાતથી સહમત છે કે યુક્રેન સાથે સંબંધિત તમામ નિર્ણયોમાં યુક્રેનની ભાગીદારી જરૂરી છે. વગર કોઈ પણ સમજૂતીએ નિરર્થક સાબિત થશે અને તેનું કોઈ પરિણામ સામે નહીં આવે. યુક્રેનના પ્રમુખએ કહ્યું કે, ભારતીય વડાપ્રધાનની સાથે રશિયા વિરૂદ્ધ પ્રતિબંધો પર પણ વિસ્તારથી ચર્ચા કરી.
‘તેમણે વડાપ્રધાન મોદી સાથે વાતચીતમાં રશિયન ઉર્જા, વિશેષ કરીને ઓઇલ નિકાસ પર પ્રતિબંધ લગાવવાની જરૂરિયાત પર ભાર આપ્યો, જેથી રશિયાની યુદ્ધને ફંડ કરવાની ક્ષમતાને ઓછી કરી શકાય. તેમણે કહ્યું કે દરેક એ નેતાને મોસ્કોને સ્પષ્ટ સંદેશ આપવો જોઈએ જેનાથી રશિયાને અસર થઈ શકે.’
બંને નેતાઓએ સપ્ટેમ્બરમાં સંયુક્ત રાષ્ટ્ર મહાસભા દરમિયાન વ્યક્તિગત બેઠક કરવા પર સહમતિ દાખવી. ઝેલેન્સ્કીએ જણાવ્યું કે, તેમણે વડાપ્રધાન મોદીને યુક્રેન આવવાનું આમંત્રણ આપ્યું, અને ભારતીય વડાપ્રધાનને પણ તેમણે ભારત પ્રવાસ માટે આમંત્રિત કર્યા. બંને નેતાઓએ તેના પર સહમતિ વ્યક્ત કરી.
સપ્ટેમ્બરમાં બંને નેતાઓ વચ્ચે મુલાકાત થવાની સંભાવના છે. યુક્રેનના પ્રમુખ ટૂંક સમયમાં જ ભારત આવે તેવી શક્યતાઓ છે.
